This product refers to CAL service (Client Access Licences) to grant users and devices the right to access Microsoft server software installed on a machine.
Windows Server 2025 builds on the solid foundation of Windows Server 2022 and brings many innovations on three key themes: multi-layered security, hybrid functionality with Azure, and a flexible application platform.
As part of this release, features with protected central storage will be introduced to secure the hardware, firmware and functionality of the Windows Server operating system against advanced security threats. The Protected Central Memory Server relies on technologies such as Windows Defender System Protection and virtualisation-based security to minimise risks from firmware vulnerabilities and advanced malware. The new release also provides secure connectivity introducing several new features such as faster and more secure encrypted HTTPS connections, industry-standard AES 256 SMB encryption and more.
Windows Server 2022 improves hybrid server management with greatly enhanced virtual machine management, an optimised event viewer and many other new features in Windows Admin Center. In addition, this release includes significant improvements for Windows containers, such as smaller image sizes for faster downloads, containerisation tools, and simplified network policy implementation for .NET applications.
The Datacenter edition is the most comprehensive and includes new data centre-specific features (shielded virtual machines, direct storage and Software-Defined Networking), as well as unlimited server virtualisation. Below you can see the comparison between the editions

Persistent storage devices on servers classified as hard disk drives must not be PATA. Windows Server does not allow ATA/PATA/IDE/EIDE for boot, page, or data drives. - Network adapter requirements
- Network adapters used with this release should include these features: Minimum: An ethernet adapter capable of at least 1 gigabit per second throughput Compliant with the PCI Express architecture specification. A network adapter that supports network debugging (KDNet) is useful, but not a minimum requirement. A network adapter that supports the Pre-boot Execution Environment (PXE) is useful, but not a minimum requirement.
